You are correct, but it's paperwork that wouldn't need to be done if you were moving the signal anyway.
I'm not the original poster, but as of a few months ago the word from CC was that WMAD was NOT moving to the Community tower. So this filing makes sense, since it sounds like they are staying put.

: If you read the Engineering Exhibit you'd see that it's simply a correction to the current coordinates. It doesn't change the CP to move to Cross Plains or anything else like that. It's simply paperwork to change incorrect data on their current license.
