The "Outlying areas" of their coverage area that you speak of are actually the target audience. The vast majority of the Conservatives (Which their talk shows target) live in Ozaukee, Waukesha, Washington and Dodge Counties.

Port Washington, Beaver Dam, West Bend, all heavily Conservative. They're simply serving their listeners in these areas. Chances are, there are more people who care what the temperature in Port Washington is than they do Mitchell. At least during certain shows.

Not to mention the station basically covers almost all of the state. That signal is huge.
