: Sorry to burst the bubble of anyone on a witch hunt, but the audio was mucked up in Wash DC where it originated. Every market had the same feed - a shitty one and it was NATIONWIDE! Glad this wasn't an actual emergency.

: : The test today was conducted in the same manner that Wisconsin's Monthly Test is conducted, starting at the State Relay stations and trickling down to all stations. The State Relay stations got their signal from a PEP station, and in this case was the NPR Squawk channel.

: : In Madison, the State Primary is WERN.

: : As it turns out, this was an epic fail around the country. All of the tried-and-true tested state top-down plans worked. The problem was from the never-fully-tested FEMA origination. In other words, the problem was from the very top.

I'm hearing the problem revolved around a phone bridge at FEMA. I'm sure we'll hear more as time goes on. Realistically, we all passed the important part of the test, which was making sure our equipment identified the EAN code and put the feed on live. The audio problem while unfortunate, wasn't really the point.

Wisconsin actually has a very comprehensive EAS plan.
