The Wisconsin Department of Transportation has asked for an outside opinion on whether an employee whose business has made money selling radio frequencies to the state has a conflict.

DOT Chief Counsel Bob Jambois asked the Office of State Employment Relations for an advisory opinion on Carl Guse, the official who manages radio channels used by emergency responders.

Guse and a partner bought rights to frequencies and sold them to the state for profit, according to the Wisconsin State Journal. Their company has received $247,500 from the DOT and the Office of Justice Assistance since 2003.

Jambois said he turned over a summary of his findings to the employment relations department on Friday, but it can't be released because of the ongoing investigation.

Guse told the Madison paper he has done nothing wrong.
