Are the Z Morning auditons a stunt?

So I was thinking, are these auditions that Z is doing for their morning show just a stunt, or are they actually considering these people?

I find it somewhat odd that they are, so far, only auditioning people from CC Madison. Is it a stunt to make the listener's feel like they have a choice while the actual replacement for Fish has already been picked?
