Where did you hear almost all stations use delay? In reality, few do. It's mostly talk stations and risque morning shows and turn the delay off when not live. Other stations just never put phone calls live on the air.
Stations running in HD are on delay, but that's to match the analog with the HD signal, not because of profanity delay.

: I noticed today that 106.3 was 5-7 seconds behind the 106.7 freq. I only had a chance to catch about 3 songs then had to get out of the car, so I dont know if it was just the hour or what.
