Do you know if they have a way to localize their EAS system based on where the subscriber is, so say if there is a tornado warning in Milwaukee County it will go off, or is it only one nationwide system?

: Satellite radio cannot be hear worldwide. XM is in Geosynchronous orbit, which covers North America (plus some of Canada and Mexico). Sirius covers a bit more, but is still primarily North America. Add to the fact that you must be a sub to listen and you've got signals that effectively cover only the United States.
: The FCC does not regulate internet radio, only broadcast stations.
