Satellite radio cannot be hear worldwide. XM is in Geosynchronous orbit, which covers North America (plus some of Canada and Mexico). Sirius covers a bit more, but is still primarily North America. Add to the fact that you must be a sub to listen and you've got signals that effectively cover only the United States.

The FCC does not regulate internet radio, only broadcast stations.
