Pointless Talk Breaks

I've noticed that a number of jocks, whether by choice or not, often do contentless, pointless breaks before going into a commercial set. It'll be something like, "So and so on Station XYZ, your favorite music. More XYZ music coming up on this Monday morning with so and so and blah blah blah. Station XYZ."

To me, it seems like a complete waste. Instead of saying something to connect with your listeners, you're basically saying nothing. Is this something program directors tell the talent to do, or is this something the talent just decides is the right thing to do at that break? It just doesn't make sense to go in if you're not going to say something worth saying. Any opinions or program director insight?
