You didn't ask me, but I've been in management and marketing for a few decades. So here are my 2 cents assuming they would remain TALK:

1) Fire the entire news department. You're not winning any points having a fully staffed "news" team. Run top of the hour network news and call it a day. Nobody views you as the local news authority and you're the third ranked talk station in town. It's not helping you only costing you money.

2) Keep Sly (if you want) and spend a little of that news money to fill the station with consistent LOCAL talent who are all on the same side. Being a far left liberal talker in AM's and then try to be a middle of the road with news blocks and milk toast syndicated talent and occasionally straying to far conservatism attracts nobody consistently. Ratings show you're not passionate with any one fan base overall.

3) PICK ONE POSITION AND OWN IT IN EVERYTHING YOU DO. Liberal? Hard news? Middle of the road? Conservative? This station has had O'Reilly, Dennis Miller, Laura Ingraham, etc while they've also had Sly, Brogan, Alan Colmbs and the non-political Wisconsin Guys. Pick a damn side and be the banner carrier for it. The station Mon-Fri sounds like most other talker's weekend lineup of mish-mashed stuff.

Of course, if it's pure revenue you're worried about, keep Sly and dump everyone else and bird it. Clearly the effort and expense you're putting into it at the present isn't not working. Could quadruple your cashflow in a few easy moves.
